Candidates must have passed 10+2 (Senior Secondary – Class XII) examination or its equivalent referred to as a qualifying examination from a recognized Board/University for admission to B.E./B.Tech., B.Arch. & B. Planning Courses as under.
The Candidates appearing in 10+2 (Class-XII) final or equivalent examination in 2009 may also appear in AIEEE provisionally, subject to their fulfilling the specified eligibility criteria at the time of appearing for counselling.The number of attempts, which a candidate can avail at All India Engineering/Architecture Entrance Examination, shall be limited to 03 (three) uniformly for all the candidates in consecutive years. Hence, the candidates passed +2 Exam in 2007,2008 or appearing in +2 in 2009 are only eligible to appear in AIEEE-2009. Candidates passed +2 in 2006 or before or appearing in 2010 are not eligible to appear in AIEEE 2009.

Only those candidates whose date of birth falls on or after October 01,1984 are eligible. However in case of Scheduled Castes, Scheduled Tribes and Physically Challenged candidates, upper age limit is relaxed by five years meaning thereby candidates born on or after October 01,1979 are eligible.
7. Cost of Examination Bulletin inclusive of Examination fee for B.E./B.Tech only or for B.Arch. /B. Planning only ;
Rs. 450/- for General & OBC Category and Rs. 225/- for SC/ST category for either B.E./B.Tech or B. Arch/B. Planning only that includes examination and counselling fees. Candidates opting for B.E./B. In addition to the cost of Information Bulletin, the designated branches of Syndicate Bank or designated institutions would charge Rs. 5/- extra as service/Processing charges. The Information Bulletin containing Application Form can also be obtained by post by sending a MICR bank Draft of Rs. 500/- for General/OBC Category and Rs. 275/- for SC/ST Category (Which includes Rs. 50/- towards postal charges) along with a self-addressed envelope of the size of 12” x10” without postage stamps) from the Assistant Secretary (AIEEE), Central Board of Secondary Education, PS-1-2, Institutional Area, I.P. Extension, Patparganj, Delhi-110092. The payment is to be made through Demand Draft in favour of Secretary, CBSE, Payable at Delhi/New Delhi. The candidate should write his/her Name and Address on the back of the Demand Draft/Pay Order. If a candidate fails to enclose a self-addressed envelop of the size of 12”x10’, the CBSE shall not be held responsible for non-dispatch of Information Bulletin/Application Form. Eligible candidates may also apply through the application format available on the website of AIEEE, www.aieee.nic.in with photograph, signature and the requisite fee. If the candidate wants to appear only for one paper i.e. of B.E./B.Tech. or for B.Arch.. Planning a payment of Rs. 450/- for General/OBC Candidate and Rs. 225/- for SC/ST category need to be made. Candidate opting for B.E. /B.Tech and B.Arch/B. Planning (Both the papers) will have to send payment of Rs. 750/- for General/OBC Category and Rs. 375/- for SC/ST category. The forms need to be sent by Registered /Speed post only and not by Courier. Candidates should pay the fee as mentioned in para 8.3. The fee could be submitted in the following ways.
a. By Credit card – In addition to Exam. fee 2.5% will have to be paid by the candidates as service/processing charges.

What is JEST ?
A number of reputed institutes in the country have come together to conduct a Joint Entrance Screening Test (JEST) for enrolment of students in Ph.D. / Integrated M.Sc.-Ph.D. programs in physics (including various inter-disciplinary research areas in physics) and Theoretical Computer Science.
JEST is conducted for selecting candidates to be interviewed for admission to Ph. D. Programmes in Physics/ Theoretical Computer Science in these institutions in the country.

IIT Delhi and IIT Mumbai ranked among top 200 Universities.
Two of the Indian Institutes of Technology have been ranked among the top 200 universities of the world in a list dominated by American educational institutions.
IIT Delhi and IIT Mumbai, which found a place among the elite institutions, have been ranked 154 and 174 respectively by the Times Higher Education-QS World University Rankings.
America's Harvard University tops the list followed by Yale University, also from the U.S., while the Universities of Cambridge and Oxford, U.K. were placed third and fourth respectively.
Over a third of the top 100 institutes are based in the U.S., even as nine Asian institutions have been included within the top 50, including three based in Hong Kong.
Hong Kong University of Science and Technology and Seoul National University are the two new entrants into the list this year.
China has as many as five universities in the top 200, with Peking University placed at 50 and Tsinghua University at 56.
British universities have slipped down the world rankings, with Cambridge and Oxford losing ground to Harvard and Yale, while fewer British universities are in the top 200 list, than last year.
Britain has 17 of its universities in the top 100, down from 19 last year, while it has a total of 29 universities in the top 200, one less than last year.

Indira Gandhi National Open University and the Directorate General of Shipping (DGS), Mumbai announce admission in B.Sc. (Nautical Science) programme commencing from 2nd February 2009. This programme of IGNOU has been developed in collaboration with the DGS and is aimed at orienting the cadets for the equivalent life at sea by providing vocationally oriented education and training so as to help them become officers in the Merchant Navy.
Eligibility Criteria:
(A) Educational (1) 10+2 WITH Physics, Chemistry and Mathematics (PCM) with not less than 55% marks in PCM aggregate from a recognized Board OR with Physics as an individual subject in any one of the years of B.Sc with not less than 50% in the final year of B.Sc. from a recognized University provided that the candidate must have passed 10+2 examination with Physics, Chemistry and Mathematics (PCM) from a recognized Board OR B.E./B.Tech. Degree from I.I.T. or from a college/University recognized by AICTE/UGC/DEC. And (2) Should have passed with not less than 50% marks in English as a subject, at either 10th or 12th standard or in the Degree course, conducted by a Board or University. [Note: Those appearing in education eligibility qualifying examination are also eligible to apply provided they meet all the eligibility criteria on or before the commencement of the programme and produce the certificates to that effect.]
(B) Age (As on 2nd February 2009): Not more than 25 years. The age limit is relaxable by 2 years for female candidates and by 5 years for SC/ST candidates. (C) Physical and Medical Standards: Medically fit as per the standards prescribed by M.S. Medical Examination Rules, 2000, and Eye sight: 6/6 in each eye without visual aids and normal colour vision. (Note: The candidates are strongly advised to get themselves medically examined so as to avoid any last minute embarrassment.]
Selection Procedure: Candidates will be selected on the basis of an Entrance Test (OPENNET) which will be held on 30th November, 2008. The candidates who have been declared Qualified in Opennet examination held on 15th June, 2008, should take admission as sponsored students or attend second round of counseling for allotment of institute. Graduate Aptitude Test in Engineering (GATE) is an all-India examination administered and conducted jointly by the Indian Institute of Science and seven Indian Institutes of Technology on behalf of the National Coordinating Board - GATE, Department of Education, Ministry of Human Resource Development (MHRD), Government of India.
The GATE committee, which comprises of representatives from the administering institutes, is the sole authority for regulating the examination and declaring the results.

The overall coordination and responsibility of conducting GATE 2009 lies with Indian Institute of Technology Roorkee, designated as the Organizing Institute for GATE 2009.
Some institutions specify GATE as the mandatory qualification even for admission of self-financing students to postgraduate programmes. GATE qualified candidates are also eligible for the award of Junior Research Fellowship in CSIR Laboratories and CSIR sponsored projects. Some government organizations prescribe GATE qualification as a requirement for applying to the post of a Scientist / Engineer.
Symbiosis National Aptitude (SNAP) Test is a common written test for the admission processes of postgraduate institutes of Symbiosis International University [SIU] established under section 3 of the UGC Act 1956 vide notification No.F.9.12/2001 U.3 of the Govt. of India. Subsequently ten more Institutes of Symbiosis have been brought under the ambit of Symbiosis International University vide notification No.F.9.12/2006-U.3 (A).
It is a mandatory written test for admission into any postgraduate programme offered by these institutes. However, it is only the first step. In addition, a candidate has to undergo the selection process of the desired institute to qualify for the admission to the postgraduate programmes of that institute.

"The Indian Institutes of Technology are considering dropping Kota — the coaching capital for IIT aspirants — as an admission test centre amid suspicions of mass cheating in this year’s entrance exam" reports the Telegraph
The Rajasthan town may next year not be allowed to host the IIT Joint Entrance Examination (JEE) its coaching classes have mastered, top institute officials said.
The proposal may be officially discussed as early as tomorrow when IIT directors meet to plan for the 2009 exam, sources said. The meeting of the IIT Joint Administrative Board — the highest policy-making body for the JEE — is in Kharagpur.
On an average, IIT officials estimate, over 20,000 outstation students arrive in Kota to prepare for the JEE at its 129 registered coaching classes. Most appear for the exam in Kota, which brands itself on its official website as an “education city”.
Kota’s success story in churning out IITians is not new, but a source said the trigger for the present concern was an internal report on the conduct of JEE 2008 at exam halls in that town.
A detailed analysis of this year’s JEE results showed up cases where over 20 students who appeared from the same room successfully cracked the exam, the source said. The average student strength per room was less than 40, so over half the students sitting in these rooms cleared the JEE.
In contrast, around 3,20,000 students in all sat for the exam this year and roughly 2 per cent — or one in every 50 applicants — were selected.
“The issue of scrapping Kota as a JEE centre is crucial because we at the IITs can no longer ignore the massive skew in favour of students who clear the entrance after studying at Kota. The skew is not easily explained,” an IIT director said.
Even apart from these specific “cases for concern”, Kota has an inordinately high success rate in sending students to the IITs. Almost one in every three students finally selected to the IITs is from Kota, the director said.
The town’s economy revolves around the success of its coaching classes, and barring it as a test centre is likely to significantly hurt its biggest industry, officials conceded.

NTSE-2009 National Talent Search Examination Notification - Scholarship Exam

The purpose of the scheme is to identify talented students and nurture their talent. Talent refers to the potentiality that manifests itself in a high level of performance in one or more specialized areas. The scheme, therefore, covers areas like Sciences, Social Sciences, Engineering, Medicine, Management and Law. It honours and helps talented students by providing financial assistance in the form of a monthly scholarship. For the course in Basic Sciences, Social Sciences and Commerce, this assistance is provided up to Ph.D. level. For professional courses like Engineering, Medicine, Management and Law; this assistance is given only up to Post Graduation. For the selection year 2009, The NCERT will conduct the National Talent Search Examination for students studying in Class VIII only.
1. Scholarships: On the basis of the examination conducted, 1000 scholarships will be awarded for each group of students appearing for Class VIII examinations.
2. Reservation: 15% scholarships will be reserved for students belonging to the SC category, 7.5% scholarship for students belonging to the ST category and 3% for Physically Challenged Group of Students each in respect of the class VIII.
3. Scholarship: Awardees of NTS Examination will receive a sum of Rs. 500/- per month as per NTS rules.
4. Selection: There will be two-stage selection process for award of scholarship. For Stage-I, selection will be done by States/UTs through a written examination. Students who qualify Stage I will be eligible to appear for Stage II examination conducted by NCERT.

6. Eligibility: Students of Class VIII studying in recognized schools are eligible to appear Stage I examination conducted by the States/UTs in which the schools are located. There will be no domicile restriction.
7. Examination: The pattern of written examination for Class VIII will be as follows:
● Stage I examination at the State/UT level will comprise two parts, namely (a) Mental Ability Test (MAT) and (b) Scholastic Ability Test (SAT) covering social sciences, sciences and mathematics.
● Stage II examination at the National level will comprise (a) Mental Ability Test (MAT), (b) Scholastic Ability Test (SAT) covering social sciences, sciences and mathematics, (c) Interview. Only those candidates who qualify the written examination at the National Level will be invited for the interview.
8. State Quotas: Each State/Union Territory has been allotted a quota to recommend a specific number of candidates for the Stage II examination, the details of which will be made available on the NCERT website. However, there will be no States/Union Territory Quota for the final award of scholarship after the Stage II examination. Reservation for SC, ST and Physically Challenged will be as notified in para 2 above.
9. Application Forms: Application Forms may be downloaded from the NCERT website www.ncert.nic.in. All correspondences related to Application Forms should be addressed to the State Liaison Officers (LOs) whose addresses are given at the end/Website: www.ncert.nic.in
10. The completed application form duly signed by the Principal of the school should be submitted to the LO before the last date i.e. 31 August 2008.
11. Fees: States and Union Territories may notify the fee required (refer to NCERT website) which will be paid for the Stage-I examination. However, NCERT does not charge any fee for the Stage-II examination.
12. Announcement of Results: Results of the Stage-I examination will be announced by the respective State Governments/Union Territories. Results of Stage-II examination will be announced by NCERT.
13. Indian Students Studying Abroad can appear directly for Stage II NTS Examination under conditions prescribed in the NTS brochure for Class VIII which is available on the NCERT website. Candidates may fill up relevant items of the Application Form available on the NCERT website and send in to the undersigned along with a photocopy of the mark sheet of previous examination latest by 31 March 2009.

Distance Learning Degrees recognised from DEC vaild for Govt. Jobs
Posted by Anuj Kothari at 10:22 PMAll distance learning degrees awarded with recognition from Distance Education Council (DEC) are valid degrees for applying and obtaining central government jobs, the Indira Gandhi National Open University (Ignou) said here Tuesday.
'The government issued a notification in 1995 stating that all qualifications awarded through distance education by the universities stand automatically recognised for the purpose of employment to posts and services under the central government, provided it has been approved by the Distance Education Council,' Ignou Vice Chancellor V.N. Rajasekharran Pillai said.
Pillai's comment has come at a time when thousands of degree certificates awarded by the University of Madras and other Tamil Nadu varsities through the distance education programme for over a decade have been declared invalid for government jobs.
'Let me clarify that all universities need to get DEC approval before starting any distance education programme and awarding degrees. Without DEC approval, the degree has no value,' Pillai, who is also the chairman of DEC, told a News Agency.
Several vice chancellors of state open universities under the DEC Tuesday were in Delhi to deliberate on distance education system in the country.
Pillai said the DEC has decided not to insist on territorial jurisdiction to be followed by institutions or varsities in offering programmes through distance and online modes.
Eight more new IITs approved - As many as eight new Indian Institutes of Technology (IITs) would be set up in the country during the current academic session to impart high quality technical education, reports the Economic Times
The new IITs would come up in Bihar, Andhra Pradesh, Rajasthan, Orissa, Gujarat, Punjab, Himachal Pradesh and Indore in Madhya Pradesh at an estimated cost of Rs 6,080 crore, Finance Minister P Chidambaram said after a meeting of the Union Cabinet.
With the creation of new IITs, high quality technical education will become accessible to bright students as hardly two per cent of about three lakh students, who appear in the Joint Entrance Examination could get admissions in them, he said. The Cabinet also approved creation of 30 faculty posts per year in the first three years of establishment of each of the new IITs, besides approving the posts of a director and Registrar. A decision was also taken to raise the grade of all existing IIT Directors to Rs 26,000 (fixed) from Rs 25,000 now.
The IITs of Andhra Pradesh, Bihar and Gujarat would commence their classes for about 120 students each for B.Tech programmes through temporary campuses and would be mentored by IITs of Madras, Guwahati and Bombay respectively.
The three IITs of Rajasthan, Punjab and Orissa will start their classes in the campuses of their mentor IITs at Kanpur, Delhi and Kharagpur respectively, while the IITs at Indore and Himachal Pradesh will begin their sessions from the academic session 2009-10.

According to Vice-Chancellor R. Radhakrishnan, many new colleges have come up in even in rural areas.
“All colleges of Anna University, Coimbatore, irrespective of whether they are located in rural area or in a city, will offer all the facilities that are being promised by the university. Students should not bother about the location of the college,” he told The Hindu.
